Pentagon Expands Iraqi Prisons
The US military is expanding two major prisons in Iraq ahead of an expected rise in Iraqi prisoners from the new crackdown in Baghdad. Thousands of prisoners are expected on top of the 17,000 already behind bars.

Invade their nation...steal their oil...kill 650,000 of their people with the eventual toll to be in the millions...lock up large numbers of the survivors, especially those opposed to the invasion and occupation...
Yeah, that'd be enough to piss off a few people...
And note that it is the US Military, not the pseudo-government of Iraq, that is building the prisons.
