Swearing-In Formaility As "Breaking News"

On July 10, 2006, the Mickey Mouse network breathless announced, in a "Breaking News" email:

Breaking News from ABCNEWS.com:HENRY J. PAULSON IS SWORN IN AS NEW SECRETARY OF THE TREASURY

To which I replied:

And the sun rose in the east this morning. Why is the formality of a swearing-in considered "Breaking News"?
