Sauce For A Puppet
Since the District Of Columbia is basically a colony of CONgress, perhaps CONgress would like to throw more money at its offspring that is becoming a showroom of the America they want the rest of us to live in.
Greg Palast, in his excellent “Armed Madhouse”, discussed how “trade deals” (NAFTA, WTO, etc) operate to play off workers of different countries against one another. For example, American workers are told they have to take a pay cut, or accept a pay raise less than the rate of inflation, lest their jobs be sent to Mexico. Workers in Mexico are similarly told to take a pay hit or their jobs will be moved to the United States. This continues while the multinational corporations reap the profits.
One answer would be actual Capitalism, rather than the current Corporatism: Put multinationals on a very short leash. Let countries build up their own industries, broadly and domestically owned, with healthy competition rather than a race to the bottom. Ensuring they can produce enough of particular necessities domestically so the population is protected in the event of a trade dispute. Countries could then focus on what their people and culture are good at producing, and enjoy doing. Domestic natural resources would be a factor in what they focused on. As long as concentrations of power by the few are prevented, things would largely work themselves out over time.
This brings us to a piece by Corporate News Network (CNN) that seeks to evoke knee-jerk sympathy, but not thinking:

"Washington, DC, Mayor Muriel Bowser is asking for aid from the DC National Guard to help with migrants being sent by bus from Texas, according to a letter obtained by CNN affiliate WUSA.”
[It would be more to the point to ask for money from CONgress. What is the National Guard to do? Are they suddenly self-funding, with a bank account that's always full? Does the National Guard have the legal power to take land, food, and commandeer other resources, without Just Compensation, Due Process, or anything else?

[The Governor of Texas' office gets it:]
"'Washington, DC, finally understands what Texans have been dealing with every single day, as our communities are overrun and overwhelmed by thousands of illegal immigrants thanks to President (Joe) Biden's open border policies,' [Texas Governor Greg] Abbott's press secretary Renae Eze said in a statement to CNN. 'If the mayor wants a solution to this crisis, she should call on President Biden to take immediate action to secure the border -- something he has failed to do,' Eze added."
“DC has already facilitated the help of the Federal Emergency Management Agency with a $1 million grant, Bowser said at a news conference Thursday.”

[It would be more to the point to ask for money from CONgress. What is the National Guard to do? Are they suddenly self-funding, with a bank account that's always full?
